Grants.gov is the primary website to obtain and to submit Federal grant applications. Grants.gov includes 26 Federal grantmaking agencies with over 1,000 grant programs representing over $400 billion in annual awards.

DO NOT REGISTER

The University is already registered on Grants.gov.

OBTAIN SOFTWARE

Install the PureEdge Viewer software from Grants.gov on your computer prior to downloading the grant application.

ALLOW TIME The Grants.gov submission process can take longer to learn than you may expect. Also, it takes longer for your Grants.gov proposal to process through your Department, College and OSP.

Obtaining the Grants.gov Application Package / Instructions

Best advice - obtain the Grants.gov Application Package by finding the Grants.gov link usually contained in the funding announcement or Request for Proposals (RFP).

For example, NIH R01, go to the Parent Announcement via the NIH website, and once you open the R01 Parent Announcement scroll down to the “Apply for Grant Electronically” button.

> Open the R01 Parent Announcement from NIH Office of Extramural Research
> Click on Parent Announcements
> Click on R01 Announcement Number (follow announcement instructions)
> Scroll down and click on Apply for Grant Electronically button

WITHIN GRANTS.GOV:

Download and install PureEdge Viewer if you haven't installed it previously
Click on Download button
Opens new Grants.gov window
Enter your email address in the box provided for application updates

Click on: 1. Download Application Instructions
USE THESE INSTRUCTIONS!
The associated Grants.gov Application Instructions to the Grants.gov Application Package are very helpful to complete the Grants.gov Application Package. The Grants.gov Application Instructions is a very large document that can best be accessed online rather than printing out a hard copy. Agency-specific instructions in the Application Guide SF 424 (R&R) are marked with the DHHS logo, see 4.1 Overview, page I-33.

Click on: 2. Download Application Package
Immediately click on the upper left Save button to save application to your computer. This button will always be used to save your work. The message, One of more of the items in this form contains as invalid value. Do you want to proceed anyway? [Click Yes], will come up each time you save until you have completed the application.



Completing the Grants.gov Application Package

The Grants.gov application consists of internal forms you complete and documents you will attach. Please review the agency guidelines for format instructions. NSF and NIH requires pdf format.

Careful! Do Not Save Multiple Versions of the xfd Grants.gov file
Be very careful when saving the file and/or when others work on the file to be sure you save only one copy and not multiple versions in different places on your computer.  You may want to designate one folder to contain all your application files.

All forms in the Mandatory Documents section must be completed and moved to the right side.

In the Optional Documents section (NIH only) select either the PHS 398 Modular Budget or the Research & Related Budget as appropriate for your budget. Please note that the University will now accept the Modular Budget format for proposal processing and signatures. On the Transmittal Form, please provide only the Total Direct Costs, F&A Costs (see note below), and Total Project Costs.

TIP - Use the ? button in the Grants.gov application menu bar to get information on any field. Click on the ? button and move mouse over any field.

TIP - Complete the SF 424 (R&R) first as it pre-populates many of the other forms.

TIP - All fields in yellow the Grants.gov application must be completed before the Submit button becomes activated.

TIP - Print each page of the forms by using the Print button on that individual page. Do not use the Print button to the right of the Save button as it will print extraneous pages.


Grants.gov Proposal Processing Timeline

Until Grants.gov and, for NIH proposals, the NIH eRA Commons become more robust and the bugs worked out, PIs are requested to get their submit-ready Grants.gov applications through their Department and College and to the Office of Sponsored Programs a minimum of five workdays before the deadline. All NIH applications should be submitted to Grants.gov a few days before the deadline. This allows the PI time to correct any possible errors or warnings within NIH eRA Commons and to avoid a late submission issue.

NIH eRA Commons:

To avoid errors when your NIH proposal is transferred from Grants.gov to the NIH eRA Commons, please use the sample R01 forms given above as a guide and review NIH Avoiding Common Errors.

PIs are responsible for logging on to the NIH eRA Commons and checking the Submission Status of their application. If there is a significant error or warnings, the application may need to be resubmitted through Grants.gov again. Please review the NIH Check Submission Status procedures.

NIH Changed/Corrected Applications:
      NIH eRA Commons “Errors” requires a re-submission
      NIH eRA Commons “Warnings” do not require a re-submission

NIH Late Submission Policy applies (except see paragraph below)

Electronic application submissions are no different than paper applications concerning the deadline. Just as PIs had no grace period to re-submit a paper application, it is exactly the same with the electronic applications. Concerning NIH, please note: "After January 8, 2008 the “error correction window” will be the two business days (Mon.-Fri., excluding Federal holidays) that follow the receipt deadline of the Funding Opportunity Announcement."

*An application comprises two components: 

Part A consists of the paper documents for the routing and approval process, including Transmittal Form, Face Page (SF424), Budget Forms, and Budget Narrative.

Part B consists of the .xfd Grants.gov electronic file.
