- GENERAL
- While on campus, ALL vehicles must properly display a current, valid, permanent parking permit or a temporary parking pass issued by USA Parking Services, Faculty Court South 3.
- Each day and evening student, faculty, staff, and administrative official who operates a motor vehicle on campus will register their vehicle with the Parking Services Office and obtain a numbered parking permit to be displayed on the rear view mirror with the front of the permit visible from outside.
- Students are assessed a transportation fee which covers the cost of their parking permit. Students are responsible for registering their vehicle and picking up their permit from Parking Services.
- Faculty and Staff will purchase their parking permits at the Office of Student Accounting, Meisler Hall 1300.
- Student Parking - white lined parking spaces. Faculty/Staff parking - blue lined parking spaces, except handicapped spaces. Refer to map on reverse side for parking space designations.
- LOCK YOUR CAR. A lost or stolen permit must be reported to Parking Services immediately (461-1481). False reports are subject to University disciplinary actions.
- Visitors will stop by the University Police/Information Office to obtain an official visitor parking permit which must be visible on the inside of the left front windshield.
- Vehicles are to be parked in a designated parking space only. Vehicles are not to travel or to be parked on sidewalks, tram paths, or grassed areas. Vehicles are not to be parked within 15 feet of designated fire exits, fire department connections and fire hydrants. Red curbs and/or red lined areas are fire lanes and must not be blocked at any time.
- The speed limit on campus roadways is 20/30 MPH (as posted) and 15 MPH in parking areas.
- The University Police are authorized to issue tickets for traffic and parking violations.
- The University assumes no liability for the damage to any vehicle or for the theft of its contents while being driven or parked on campus.
- Orange lined parking spaces are 30 minute parking. (Frederick Palmer Whiddon Administration Building, Bookstore, Library and Meisler Hall).
- Yellow lined areas and curbs are "no parking" zones.
- Pedestrians and persons riding bicycles on campus will
comply with Title 32 of the Alabama Code.
- Skates, skateboards, and roller blades are prohibited at USA
main campus.
- Information in this publication is subject to change

- PERMITS
- Students who are currently enrolled and possess a current
University of South Alabama I.D. card must obtain a student
parking permit. Only one permit per student will be issued
for each academic year. Students may not have more than
one current parking permit at anytime.
- All on-campus resident students, including sororities and fraternities, must obtain a Housing zone permit with the
exception of Gamma residents who must obtain a Central zone permit. The Grove residents must obtain a Grove
parking permit and adhere to all on-campus resident parking rules and regulations. Obtaining a permit other than the
allowed permit will result in disciplinary action and
possible vehicle immobilization.
- Commuter students must choose a zone in which to park
and obtain a parking permit for that zone. Refer to Parking
Services website at www.southalabama.edu/parkingservices and JagTran website at www.southalabama.edu/jagtran for
more information on zoned parking and JagTran routes.
- The Housing and Grove parking permits allow students to park in the residence hall lots (except the Gamma lot), the Mitchell Center lot (South lot only), and University Commons (UCOM) during the enforcement of zoned parking (M-F 7:00 a.m. - 1:45 p.m.). After 1:45 p.m., students displaying the Housing or Grove permits may park in any white lined student parking space on campus.
- Faculty/Staff who possess a current USA I.D. card may
purchase one parking permit for $20.00.
- Faculty/staff may not purchase a faculty/staff permit for ANY
student, student family member, student assistant, graduate
assistant or any other person. Unauthorized possession OR
use of a faculty/staff permit by a student will result in
disciplinary action and possible vehicle immobilization.
- Motorcycles and scooters will have a reflective bumper
sticker parking decal clearly visible.
- Registered permit holder is responsible for any fines incurred. Parking permits are non-transferable and may not be used by anyone other than the registered permit holder.
- Providing false or incomplete information on vehicle
registration forms will result in disciplinary action and
possible vehicle immobilization.
- Any person in possession of a reported lost, stolen, altered
or counterfeit parking permit or temporary parking pass will
result in disciplinary action, fines, and vehicle immobilization.
- Student permits are valid during the period September 1, 2009 through August 31, 2010. Faculty/Staff permits are valid November 1, 2009 through October 31, 2010.

- Any vehicle incurring four or more citations may be impounded or immobilized.
- Students who have unpaid fines may not be permitted to register for any subsequent semester. Transcripts will not be released until payment is made.
- Faculty/Staff with unpaid fines will not be allowed to purchase a parking permit until fines are paid in full. Payments may be made at the Office of Student Accounting, Meisler Hall 1300.
- Persons operating vehicles on campus are subject to the
provisions of the Traffic Code of the State of Alabama. In
such cases, violators may be issued a Uniform Traffic
Citation and/or arrested and subject to the established court
proceedings for such offenses.
- PARKING DESIGNATIONS
- Responsibility for finding an authorized space in the proper
lot rests with the operator of each vehicle. LACK OF SPACE
IN A CERTAIN LOT, RAIN, and/or INCLEMENT WEATHER
ARE NOT VALID EXCUSES FOR VIOLATION OF THESE
REGULATIONS.
- FIRE LANES: Any street or roadway on campus where
vehicles operate is considered a fire lane. Regulations
affecting fire lanes are in effect at all times. Vehicles parked
in fire lanes may be impounded/immobilized without notice
day or night and charged an impounding/immobilizing fee of
$20 in addition to the $15 fine as described in Section III, I.
- STUDENT SPACES. Students park in white lined parking
space in their designated parking zones. Zoned parking lots
are in effect from 7:00 a.m.-1:45 p.m. Monday through Friday.
After 1:45 p.m. students may park in any student white lined
parking space in any zone. Parking lots are posted with signs
indicating appropriate zone. Refer to JagTran map and/or
JagTran website at www.southalabama.edu/jagtran for more
information.
- FACULTY/STAFF SPACES: Faculty/Staff members must
purchase a faculty/staff parking permit and park in blue lined
parking spaces. Faculty/Staff regulations are in effect from
7:30 a.m. until 5:00 p.m. Monday through Friday
- MOTORCYCLE/SCOOTER SPACES: Persons riding a registered motorcycle or scooter should park in designated motorcycle spaces (see map for locations). Automobiles may not park in motorcycle spaces.
- HANDICAPPED SPACES: Parking spaces designated for disabled persons are enforced day and night. Vehicles parked illegally in these spaces may be impounded/immobilized and charged an impounding/ immobilizing fee of $20 in addition to the $50 fine as described in Section III, J. Handicapped placards and license plates issued by states are valid on campus once registered with Special Student Services.
- SPECIAL PARKING PERMITS:
- Persons requiring temporary special parking must first register with Special Student Services, Student Center, 270. Proof of disability will be required. A special parking permit will then be issued by Parking Services. The special permit will be affixed to the current student permit and will allow parking in any available student or faculty/staff space. Handicapped spaces are off limits.
- Disabled students must register with Special Student
Services, Student Center 270 and then obtain a Special
Parking Permit from Parking Services, FCS 3. Special
Parking permits must be displayed together with
their valid handicapped placard or handicapped
license plate.
- TIMED SPACES: Timed spaces are for persons to transact
University business and are not to be used by persons
attending classes or anyone who will be parked longer than
30 minutes, including University employees.
- MITCHELL CENTER PARKING: This lot is available with any
current valid parking permit except when events are
scheduled in the Mitchell Center.
- MEISLER HALL PARKING: This parking lot is designated a visitor only parking lot. However, students are allowed to use the timed 30 minute spaces to conduct University business. Students and employees are not permitted to park in the visitor spaces.
- HEALTH SCIENCES PARKING: Patient parking spaces are provided for patients of the clinics. Students and employees are not permitted to park in the patient parking spaces.
- APPEALS
- Any person who receives a traffic and/or parking ticket who
believes there are reasons to appeal the ticket may file a
written appeal within 10 business days. The procedures are
as follows:
- Students may file a written appeal online at www.southalabama.edu/parkingservices. Appeals are reviewed and decisions are made by the Student Government Assocation. Students may contact the Dean of Students Office, Student Center 270, for results of their appeal.
- Faculty/staff members submit a written appeal to the
dean of the college or head of the division in which they
work.
- The following reasons are NOT acceptable grounds for
dismissing a parking or traffic citation.
- Lack of knowledge of the Traffic and Parking
Regulations;
- Inability to find a proper parking space/no parking
space available;
- Inclement weather;
- Late for class;
- No permit displayed/failure to obtain proper permit;
- Permit used by another person/operation of the
vehicle by another person;
- Failure of officers to ticket previously for similar
offense;
- Disagreement with the Traffic and Parking
Regulations.
- The appealing parties may continue the appeal process to
the second and final level, the Traffic Appeals Board, in
writing within five school days. Citations may not be
appealed after one year of issue date.
- The Traffic Appeals Board will consist of faculty, staff,
students and a non-voting ex-officio chair.
- Appeals will be filed in SC 270.
- The Traffic Appeals Board will meet at the end of each
semester to hear appeals.
- Decisions of the Traffic Appeals Board will be mailed to
the appealing party within a week and copies sent to the
Bursar and the University Police.
- All decisions of the Traffic Appeals Board are final.
- Official visitors to the University should take their ticket to the
Parking Services Office located at
Faculty Court South 3.
