For this indicator, the baseline (35%} is derived from 2009 six-year graduation rate. The expected graduation rate for the 2014 cohort is 45%.

2009 cohort of Pell grant recipients is 30% and serves as the baseline. For the 2014 cohort. the expected six-year graduation rate should be equivalent to that of the freshmen cohort overall at 45%.
