2002 - 2003 Traffic & Parking Regulations

I. General

A.
All vehicles on campus will have either a permanent permit purchased at Bursar's Office, or a temporary permit obtained from University Police/Information Office at University Boulevard entrance.
   
B.
Each day and evening student, faculty, staff and administrative official who operates a motor vehicle on campus will register the vehicle with the Bursar's Office and purchase a numbered hang tag to be displayed on the rear view mirror with the front of the permit visible from the outside.
    
C.
Student Parking - white tags - white lines in parking lot. Faculty/Staff parking - blue tags - blue lines.
   
D.
LOCK YOUR CAR. A lost or stolen hang tag must be reported to the University Police immediately (460-6611). A temporary permit will be given for a three-week period. After investigation, if the tag has not been located, a replacement tag may be purchased (original cost).
    
E.
Visitors will stop by the University Police/Information Office to obtain a visitor parking permit which must be visible on the inside of the left front windshield.
     
F.
Vehicles are not to travel or to be parked on sidewalks or grassed areas.
   
G.
The speed limit on campus roadways is 20/30 mph (as posted) and 15 mph in parking areas.
     
H.
The University Police are authorized to issue tickets for traffic and parking violations.
     
I.
The University assumes no liability for the damage to any vehicle or for the theft of its contents while being driven or parked on campus.
   
J.
Orange zones are 30-minute parking. (Frederick Palmer Whiddon Administration Building and Bookstore).
    
K.
Pedestrians and persons riding bicycles on campus will comply with Title 32 of the Alabama Code.
     
L.
Skates, skateboards and roller blades are prohibited at USA main campus.
     

II. Hang Tags and Decals

A.
Students who possess a current University of South Alabama I.D. card may purchase a hang tag for $15 in the fall semester; $7.50 for tags purchased in spring or summer. Cost of window decals for jeeps, convertibles, etc., is the same. The decal will be permanently affixed to the inside lower front windshield, driver's side.
    
B.
When vehicle title is transferred or a windshield is replaced, remove the window decal; exchange for a new decal in the Bursar's Office for a $1.00 fee. If there are problems with the hang tag, exchange for a window decal in the Bursar's Office for a $1.00 fee.
    
C.
Person's enrolled in non-credit courses will obtain parking permits from the Office of Continuing Education and will follow regulations as instructed by the office. See Zones, G.3.).
     
D.
Faculty/Staff who possess a current main campus USA I.D. card may purchase one hang tag for $20.00; cost is $10.00 if purchased on January 3, or later. A second one may be purchased for $40.00; a third for $60.00, etc.
    
E.
Any person in possession of a lost or stolen hang tag will be subject to the University disciplinary process. Unauthorized possession or use of a faculty/staff hang tag by a student will result in disciplinary action (Code of Student Conduct).
    
F.
Motorcycles and scooters will have a reflective bumper sticker clearly visible from the outside at rear.
    
G.
Each individual is responsible for any violation involving a vehicle registered by him/her and bearing the hang tag or decal issued to him/her.
    
H.
Providing false or incomplete information on Vehicle Registration Cards will result in disciplinary action.
     
I.
Any alteration of a tag/decal will render it invalid.
     
J.
Decals are valid during the period August 31 through August 31 of the following year.
     

III. Violations (Fines and Penalties)

A.
Parking without a permit.
     
$15.00
Parking in a handicapped zone.
     
$50.00
Parking in a fire lane or in a driveway.
      
$15.00
D.
Parking on grass.
     
$10.00
E.
Parking in improper zone.
     
$10.00
F.
Overtime parking violation.
     
$10.00
G.
Moving violations - speeding, reckless driving.
     
$30.00
H.
Impounding Fee.
$20.00
Any vehicle incurring four or more violations may be impounded. Parking without a permit will incur a fine of $15.00 plus an impounding fee of $20.00 if vehicle is impounded.
     
I.
Students who have unpaid fines will not be permitted to register for any subsequent semester and/or transcripts will not be released until payment is made.
    
J.
Faculty/Staff members who have unpaid fines will not be able to register vehicles until payment is made.
    
K.
Persons operating vehicles on campus are subject to the provisions of the Traffic Code of the State of Alabama. In such cases, violators may be issued a Uniform Traffic Citation and/or arrested and subject to established court proceedings for such offenses.
    

IV. Zones

A.
Responsibility for finding an authorized space rests with the operator of each vehicle. Lack of space in a certain area, rain, inclement weather are not valid excuses for violation of these regulations.
    
B.
Fire Lanes: Any street or roadway on campus where vehicles operate is considered a fire lane. Regulations affecting fire lanes are in effect at all times. Vehicles parked in fire lanes may be impounded without notice day or night and charged an impounding fee of $20.00 in addition to the $15.00 fine as described in Section III, Subsection C.
     
C.
Student Zones: Students purchase white hang tags and park in zone 2 (white lines).
     
D.
Faculty/Staff Zones: Faculty/Staff members purchase a blue hang tag and park in zone 1. Faculty/Staff regulations are in effect from 7:30 a.m. until 5:00 p.m. Monday through Friday.
     
E.
Motorcycle/Scooter Zones: Persons riding a registered motorcycle or scooter will park in Zone 4 only. Automobiles may not be parked in Zone 4.
    
F.
Handicapped Zones: Parking spaces designated for disabled persons are to be honored day or night. Cars parked illegally in these spaces may be impounded and charged an impounding fee of $20.00 in addition to the $50.00 fine as described in Section III, B. Permits issued by states are valid on campus.
     
G.
Special Parking Permits and Zones:
1.
Persons requiring special parking arrangements may obtain a special parking permit from the University Police Office, 20 Faculty Court South. Proof of disability will be required. The special parking permit will be affixed to the lower left corner of front windshield (driver's side), and will permit parking in any available faculty/staff space. Handicapped zones are off limits.
     
2.
Handicapped persons may obtain permits to park in handicapped zones from the University Police Office, 20 Faculty Court South. Permits issued by state or local government are also valid.
    
Students enrolled in non-credit courses will be issued temporary parking permits by the Dean of Continuing Education, Room 101, Alpha Hall East. These permits, for parking in Zone 2 only, are valid for the duration of the course only.
     
H.
Timed Spaces: Timed spaces are for persons to transact University business at USA Bookstore and Frederick Palmer Whiddon Administration Building and are not to be used by persons attending classes or by employees in the Frederick Palmer Whiddon Administration Building.
     
I.
Mitchell Center Parking: This lot is available on a regular basis except when events are scheduled in the Mitchell Center.
     

V. Appeals

A.
Any person who receives a traffic and/or parking ticket who believes there are reasons to appeal the ticket may file a written appeal within 48 hours. The procedures are as follows:
   1.
Students obtain and file a written appeal in the Student Affairs Office, SC 270. Decisions are posted in a glassed bulletin board, main lobby of the Student Center. Copies of decision will be sent to the Bursar and to the University Police Office.
    
   2.
Faculty/Staff members appeal to the dean of the college or head of the division in which they work and will contact the office regarding the decision rendered. Copies of decision will be sent to the Bursar and to the University Police Office.
    
B.
The appealing parties may continue the appeal process to the second and final level, the Traffic Appeals Board, in writing within five school days.
   1.
The Traffic Appeals Board will consist of faculty, staff, students and a non-voting ex-officio chair.
    
   2.
Appeals will be filed in SC 270.
    
   3.
The Traffic Appeals Board will meet at least once each semester to hear appeals.
    
   4.
Decisions of the Traffic Appeals Board will be mailed to the appealing party within a week and copies sent to the Bursar and the University Police.
    
   5.
All decisions of the Traffic Appeals Board are final.
    
C.
Visitors will go by University Police/Information Office.
