The Government Accountability Office on Monday released a new report, "National Institutes of Health: Awarding Process, Awarding Criteria, and Characteristics of Extramural Grants Made with Recovery Act Funding." The report describes the detailed review process NIH used to consider Recovery Act applications and the specific experiences of NIAID, NCI, and NHLBI. Following its review, GAO offered no recommendations or criticisms of NIH's process for distributing Recovery Act funds.

The Office for Human Research Protections (OHRP) has posted, "Guidance on Withdrawal of Subjects from Research: Data Retention and Other Related Issues." In addition to the potential for exposure to oil and chemical mixtures, dispersants, etc., residents in the Gulf region are experiencing economic hardship, job loss, resettlements and other forms of psychological distress which may all impact health and quality of life. The intent of this RFA is to create one or more community-based participatory consortia of university-community partners to address the health issues of concern to the residents. By developing multi-project programs that may include population and associated laboratory-based research projects, it is anticipated that the outcomes of these programs will be to better understand the interplay and impact of multiple stressors on human health and well-being and the potential underlying mechanisms for effects observed. In addition, the findings will establish the evidence base needed to inform recovery and to develop strategies to prevent illness and promote the health and well-being of populations faced in this and other future man-made and natural disasters.

This notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects.

NSF Updates Training Requirement Frequently Asked Questions
The National Science Foundation has updated its list of frequently asked questions related to the requirement that project submissions include plans to assure that students and postdoctoral researchers receive training in the responsible conduct of research. Questions address how the requirement flows down to subrecipients, and whether grant funds can be used to pay for training.

NIH, Other Agencies, Eliminate Error Correction Window Beginning Next January
In response to comments received after a request for information was published earlier this year, the National Institutes of Health, the Agency for Healthcare Research and Quality, and the National Institute for Occupational Safety and Health, part of the Centers for Disease Control and Prevention, will eliminate the error correction window for grant applications, the agencies announced Aug. 16. "Eliminating the error correction window will ensure consistent and fair deadlines for all applicants and better align these agencies' application submission processes with the submission processes of other federal agencies," they said. The window, implemented in 2005, was meant only to be a temporary fix "to facilitate the transition from paper to electronic submission of grant applications." The change will be in effect for submissions due on or after Jan. 25, 2011.

Federal-wide Efforts to Develop Common Forms
The Federal Financial Report and the Research Performance Progress Report, the result of two Federal-wide streamlining efforts, will relieve grantees from the administrative burdens associated with the array of different forms and systems used by Federal research funding agencies.

Federal Financial Report: The Federal Financial Report (FFR) is replacing the Federal Cash Transactions Report (SF 272) and the Financial Status Report (FSR SF269 or SF269A). The Payment Management System has already implemented the federal cash data portion of the new report, see NOT-OD-10-038. NIH will begin pilot testing an eRA Commons solution (electronic FFR) for submission of the actual expenditure data portion of the report during August and September 2010. NIH plans to open the new financial reporting to all grantee institutions October 1, 2010, and require use of the electronic FFR for all grantee institutions as of January 1, 2011.

Research Performance Progress Report: The White House recently released the final format of the Research Performance Progress Report, a universal, standardized progress-reporting format for research and research-related activities for Federal grantees. The new progress report resulted from an initiative of the Research Business Models Subcommittee (co-chaired by Acting OER Director Dr. Sally Rockey) of the Committee on Science, a committee of the National Science and Technology Council. NIH is presently evaluating the format in light of the non-competing continuation progress report we currently use. An NIH implementation plan will be posted by January 2011.

New and Updated eRA Resources Save You Time and Energy
eRA's systems are custom built to meet the unique needs of our grantees. In recent months, NIH has released numerous products to aid you in the use of eRA's systems.

•Updated User Guides have been released for Commons and the eSNAP (Electronic Streamlined Non-competing Award Process) feature, providing detailed, illustrated instructions on the features and functions of each module.
•Redesigned eRA and Applying Electronically websites provide how-to's, updated FAQs, tips, presentations, and news for pre- and post-award processes.
•A new Self Help page on the eRA website offers a frequently updated "What Users Are Asking" section, among other resources.

Stay tuned for a series of eRA Virtual School demonstrations regarding the integration of Commons and My NCBI, as well as an all-OER FAQ database, projected to arrive by early fall.

SNAP Progress Reports Become All Electronic
If you are submitting a progress report for a SNAP (Streamlined Noncompeting Award Process) eligible award, as of August 1 you must submit electronically using the eSNAP module in eRA Commons (see June 2010 Nexus article). An updated eSNAP User Guide can assist first time users with this process. For technical assistance, contact the eRA Help Desk.

Make that Application Complete Upon Initial Submission
In the fall (starting with applications submitted for the September 25, 2010 receipt date), NIH will implement a new policy restricting the types of late grant application materials we will accept. The policy will encourage applications to be complete and ready for review upon submission.

We understand that sometimes events happen after the application has been submitted and before the review takes place that reviewers need to know about in order to provide an informed evaluation of the application. To accommodate these unforeseen circumstances, we will continue to allow certain types of late materials, such as:

•Revised budget page(s) (e.g., change in budget request due to new funding or institutional acquisition)
•Biographical sketches (e.g., change in senior/key personnel due to the loss of an investigator)
•Letters of support or collaboration resulting from a change in senior/key personnel due to the loss of an investigator
•Adjustments resulting from natural disasters (e.g., loss of an animal colony)
•Adjustments resulting from change of institution (e.g., PI moved to another university)
•News of an article accepted for publication


As before, these materials must be received 30 days prior to the initial peer review and require the concurrence of the Authorized Organizational Representative to be included in the application. In addition, investigators will be able to submit a one-page explanation to accompany these materials.

We will not accept substantial changes to the application such as updates to the Specific Aims or the Research Strategy, late-breaking research findings, supplemental pages, and new letters of support that do not meet the afore mentioned situation. These materials should be included in the initial application submission.

Note that there is an exception for many types of training programs. For these programs we will allow three pages of post-submission materials to present new information or data about the applicants that was not available at the time of application submission.

NIH - Clinical Trials
On May 1, 2010, OER launched an expanded informational Web site to help NIH applicants and grantees better understand their roles and responsibilities related to the Food and Drug Administration Amendments Act of 2007 (FDAAA). The statute expands ClinicalTrials.gov (the National Library of Medicine's clinical trials registry and results database) and imposes new requirements that apply to certain clinical trials, including certain trials supported in whole or in part by NIH funds.

The expanded site provides an overview of FDAAA specifically as it relates to NIH grants and cooperative agreements supporting "applicable clinical trials." The site provides step-by-step guidance to help grantees comply with the statute throughout the lifecycle of their grant and trial. It includes clear descriptions of the NIH-specific "certifications of compliance" with the statute required for all competing applications and non-competing continuation progress reports that include applicable clinical trials. The site also has expanded FAQs, including a new section on results reporting.

While FDAAA only requires registration and results reporting for certain trials, the NIH strongly encourages registration of all clinical trials whether required by law or not.

eRA Commons has partnered with the National Center for Biotechnology Information (NCBI) to link NCBI's personal online tool, "My NCBI," to the Commons. My NCBI offers an online portal-"My Bibliography"-for users to maintain and manage a list of all of their authored works. As of April 2010, linking a Commons account to a new or existing My NCBI account allows references saved in My Bibliography to automatically appear in users' Commons accounts. NOT-OD-10-079: Small Business Innovation Research (SBIR) Award Levels Adjusted to $150,000 (Phase I) and $1,000,000 (Phash.gov/grants/guide/norting requirements for agencies for data related to grants and contracts, which appear to exceed those mandated under the Federal Funding Accountability and Transparency Act (see usaspending.gov).

Agencies generally have two years to spend the funds. (The March issue of RRC will provide more details on agencies' plans for the funding.) Link: Initial Implementing Guidance for the American Recovery and Reinvestment Act of 2009.The National Institutes of Health posted the broad outlines of how it plans to spend its $10.4 billion on Feb. 25. The stimulus funding represents a 36% increase in its current budget. The largest chunk, $8.2 billion, will be used "in support of scientific research priorities," with $7.4 billion "transferred to the Institutes and Centers and Common Fund, based on a percentage-based formula," according to NIH. Another $800 million will go the director's office for cross-institute funding. Reports differ as to whether NIH will issue requests for new grant applications or fund already approved but unfunded proposals. NIH also said more information would be forthcoming.

The National Science Foundation's $3 billion from the stimulus law will go "directly into the hands of the nation's best and brightest researchers at the forefront of promising discoveries, to deserving graduate students at the start of their careers, and to developing advanced scientific tools and infrastructure that will be broadly available to the research community," NSF Director Arden L. Bement said in a Feb. 24 statement. No other details have been provided, although the National Science Board met for two days earlier this week to deliberate on the new funding as well as other issues.
