NIH Announces Tool for Grant Searches
The National Institutes of Health (NIH) now has a Web site where information is available about grants and the research they fund. The Research Portfolio Online Reporting Tool (RePORT) now has a "user-friendly system," the RePORT Expenditures and Results, or RePORTER system. "RePORTER combines NIH project databases and funding records, PubMed abstracts, full-text articles from PubMed Central, and information from the U.S. Patent and Trademark Office with a robust search engine, allowing users to locate descriptions and funding details on NIH-funded projects along with research results that cite the NIH support," the agency said. BIS Expands Export Control Regulations
Effective Sept. 8, the Export Administration Regulations are amended to specify that licensing requirements for persons listed on the entity list apply to "in-country transfers," in addition to exports and re-exports. "As a result of adding transfers (in-country) to these three end-user controls, all of the end-use and end-user controls that are used as a regulatory basis for placing persons on the entity list now specify that the scope of the license requirements includes exports, re-exports, and transfers (in-country)," the notice in the Federal Register stated. August Nexus Details NIH ARRA Funding and Reporting Assistance
The National Institutes of Health (NIH) will post questions and answers related to funds available and reporting required stemming from the American Recovery and Reinvestment Act (ARRA) and provide other assistance, according to an article in the August issue of Nexus, the newsletter issued by NIH's Office of Extramural Research.
In related news, a series of webinars for potential grant applicants related to ARRA will be held this month by Grants.gov. Topics are "Grants.gov and FedBizOpps: Finding Recovery Act Opportunities" (Aug. 12); "Introduction to Grants.gov and the Recovery Act" (Aug. 13); "Finding Recovery Act Opportunities" (Aug. 18); and "Registration to Submit Recovery Act Opportunities" (Aug. 20). Webinar sessions will be held from 3 to 4 p.m. Eastern time and will include time for questions and answers. Registration begins Aug. 10. All webinars will be recorded and made available for later viewing on Grants.gov.

GAO Raps Grants.gov for 'Weaknesses'
In a July 15 report, the Government Accountability Office (GAO) called on the Department of Health and Human Services (HHS) and the Office of Management and Budget (OMB) to address what it said were pervasive problems with Grants.gov. The report, Grants.gov Has Systematic Weaknesses That Require Attention, was requested by members of the U.S. House and Senate following complaints from grant applicants about Grants.gov's slowness. Among the findings were that there is a "disconnect between the services Grants.gov is to provide and the funding needed to purchase them. Untimely payment by the 26 agencies that fund Grants.gov also negatively affects system performance," GAO said, and its report revealed that at some point Grants.gov was "unable to pay its vendors." GAO made a series of recommendations for improvements, with which it said OMB and HHS generally agreed.

NIH Launches New Web Site for ARRA Information The National Institutes of Health (NIH) is developing a Web page that collects information about NIH projects funded by the American Recovery and Reinvestment Act (ARRA). Due to an expected increase in Grants.gov submissions relating to the
processing of Recovery Act proposals, the Office of Management and
Budget (OMB) has authorized agencies to use alternative methods for
proposal submission and acceptance. As you know, NSF is able to accept
directly its full complement of proposals, both regular submissions and
those additional proposals anticipated under the Recovery Act, using our
long-established FastLane capabilities for proposal submission and
acceptance. Therefore, in order to assist Grants.gov in the effort to
alleviate system strain and increase system capacity, proposers will now
be required to prepare and submit proposals to NSF through use of the
NSF FastLane system.
Effective immediately, new funding opportunities issued by NSF will
exclusively require the use of FastLane to prepare and submit proposals.
In addition, NSF plans to revise existing funding opportunity documents
to reflect this change and to remove all active application packages
from Grants.gov APPLY. NSF will continue to post information about
available funding opportunities to Grants.gov FIND.
Detailed instructions regarding the technical aspects of proposal
preparation and submission via FastLane are available at:
http://www.fastlane.nsf.gov/.
The National Institutes of Health has posted its "Implementation Plan on
Scientific Research" funded by the Recovery Act. The 8-page document contains
a wealth of information on NIH's spending plans, funding levels by institutes
and center, and various mechanism targets.

NIH on Wednesday announced that it is forming "an integrated drug development
pipeline within the NIH...specifically intended to stimulate research
collaborations with academic scientists working on rare illnesses." The $24
million program jumpstarts a trans-NIH initiative called the Therapeutics for
Rare and Neglected Diseases program, or TRND. The NIH Office of Rare Diseases
Research (ORDR) will oversee the program, and TRND's laboratory operations
will be administered by the National Human Genome Research Institute (NHGRI).

Office of Management and Budget Issues Second ARRA Guidance
The Office of Management and Budget on April 3 issued its second guidance on compliance with requirements in the American Recovery and Reinvestment Act. Unlike the first document issued Feb. 18, the new 175-page guidance deals more with requirements that apply to the federal government generally and agencies specifically. However, it does contain sections on grants and contracts, no initiate additional oversight mechanisms in order to mitigate the unique implementation risks of the Recovery Act." The guidance also references related recently published Federal Register notices (see RRC E-News, April 2).

Agencies Are Asked to 'Pony Up' for Grants.gov Improvements
In 2008, according OMB Director Peter Orszag, Grants.gov averaged "3,900 applications a week. In one week in March, as the Recovery Act moved forward, the site received 11,000 applications. That pace is expected to grow as key Recovery Act deadlines approach. As it currently stands, the existing infrastructure would not be able to handle that influx of applications." This acknowledgement appears in Orszag's second memo about the site, dated April 8. In his first memo, issued March 9, Orszag asked the Health and Human Services Department, the federal agency that operates and maintains Grants.gov, and the General Services Administration to "initiate urgent improvements." According to the recent memo, "HHS has developed a solution to meet the immediate needs and GSA will assist with alternatives for select agencies while also identifying longer-term approaches to improve Grants.gov service delivery."
To "facilitate" these improvements, Orszag is asking each federal grant-making agency "to cover a proportionate share" of the costs. The memo sets down a contribution level for each agency.

Agencies Begin to Release 'Stimulus Law' Details
On Feb. 18, one day after President Obama signed the $787 billion American Recovery and Reinvestment Act, also known as the "stimulus law," the Office of Management and Budget issued what it said would be the first of a series of guidance documents. The documents will describe requirements for agencies receiving the money and how it will be dispersed. While general information is available at www.recovery.gov, each agency is also required to establish a page on its Web site for specific information within a week of the release of the OMB guidance. As an example, the Web page would have an address such as www.agency.gov/recovery.
OMB also listed a series of reporting requirements for agencies for data related to grants and contracts, which appear to exceed those mandated under the Federal Funding Accountability and Transparency Act (see usaspending.gov).
Agencies generally have two years to spend the funds. (The March issue of RRC will provide more details on agencies' plans for the funding.) Link: Initial Implementing Guidance for the American Recovery and Reinvestment Act of 2009.The National Institutes of Health posted the broad outlines of how it plans to spend its $10.4 billion on Feb. 25. The stimulus funding represents a 36% increase in its current budget. The largest chunk, $8.2 billion, will be used "in support of scientific research priorities," with $7.4 billion "transferred to the Institutes and Centers and Common Fund, based on a percentage-based formula," according to NIH. Another $800 million will go the director's office for cross-institute funding. Reports differ as to whether NIH will issue requests for new grant applications or fund already approved but unfunded proposals. NIH also said more information would be forthcoming.

The National Science Foundation's $3 billion from the stimulus law will go "directly into the hands of the nation's best and brightest researchers at the forefront of promising discoveries, to deserving graduate students at the start of their careers, and to developing advanced scientific tools and infrastructure that will be broadly available to the research community," NSF Director Arden L. Bement said in a Feb. 24 statement. No other details have been provided, although the National Science Board met for two days earlier this week to deliberate on the new funding as well as other issues. .Other research agencies receiving large sums under the law include $600 million for the National Institute of Science and Technology; $1 billion for NASA, of which $400 million is for research; and $1.6 billion to the Department of Energy's Office of Science. The NIH on Wednesday released a new policy concerning part-time institutional
appointments on NIH Career Development (K) Awards. The notice states, "At the
time of initial award, all candidates must meet the full-time appointment
requirement as well as the minimum 75% effort requirement. Under the new
policy, K awardees may request...to reduce their appointment to less than
full-time (but not less than three-quarter time) for a period not to exceed
12 continuous months during the K award project period. However, awardees may
not simultaneously request a reduction in appointment status from full-time
to part-time AND a reduction in percent effort to less than 75%....Note that
these two options are only available after a K award has been issued."

Transition to Adobe Forms Officially Under Way
Transition to Adobe officially began on December 5, 2008, when NIH updated more than 500 active Funding Opportunity Announcements (FOAs) with Adobe-based application packages and closed their PureEdge predecessors. The new Adobe forms are required for submission for most receipt dates in January and beyond.

system as a result of a year-long review. On Wednesday, the NIH posted three
notices related to the implementation of the previously announced changes.
The notices include a revised implementation timeline, as well as the
revised review criteria and scoring system that will be used beginning for

NIH Issues Clarifications on Its New Policy Limiting Resubmissions
NIH has issued a notice "clarifying" some misunderstandings arising from its new policy on resubmission (amended) applications (see RRC E-News, Oct. 9, 2008). The new policy states, "Beginning with applications intended for the January 25, 2009 due date, all original new applications (i.e., never submitted) and competing renewal applications will be permitted only a single amendment (A1). ... Original new and competing renewal applications that were submitted prior to January 25, 2009 will be permitted two amendments (A1 and A2)." NIH reiterates that receipt dates for NIH applications have not been changed under the new policy. Another clarification concerns the last date on which applications from "Study Section" members, with flexibility in submission of R01, R21, and R34 applications, could be submitted and still be eligible to submit an A2 application. Finally, the notice reminds applicants that the new resubmission policy "applies to all types of applications submitted to NIH including small business (SBIR and STTR), fellowships, career awards, etc. NIH does not anticipate making exceptions for any type of application."
