Restricted Parties Lists
The federal government maintains lists of restricted parties, both individuals and
organizations. The Office of Research Security and Export Controls reviews potential
risks to the University of South Alabama. The risk matrices for review vary by agency,
and the restricted party lists change over time. The lists below are some of the resources
utilized and reviewed. Please contact the Office of Research Security and Export Controls
if you have additional questions.
Bureau of Industry and Security of the Department of Commerce and described in section
764.3(a)(2) of the Export Administration Regulations (EAR).
Note: Requires a federal license to share/export anything with a denied person or
entity. Presumption of denial, which means the U.S. government will almost certainly
reject the license.

Parties listed on the Unverified List are ineligible to receive items subject to the
EAR by means of a license exception.
The Debarred Parties List is maintained by the Directorate of Defense Trade Controls
of the Department of State.
The person or entity’s assets are blocked and U.S. persons are generally prohibited
by federal law from dealing with any entity on the OFAC list.
Foreign institutions engaging in problematic activity and foreign talent programs
posing a threat to national security.
DOD Chinese military companies operating in the U.S. pursuant to Section 1260H of
the William M. Thornberry National Defense Authorization Act for Fiscal Year 2021.
Military End User List that is maintained by the Department of Commerce and set forth
in Supplement No. 7 to part 744 of the EAR.
People’s Republic of China designated under Section 889 of the John S. McCain National
Defense Authorization Act for Fiscal Year 2019.
People’s Republic of China and affiliates designated under Section 5949 of the James
M. Inhofe National Defense Authorization Act for Fiscal Year 2023.
Federal Communications Commission of equipment and services covered by Section 2 of
the Secure and Trusted Communications Networks Act of 2019.
Department of Homeland Security pursuant to the Uyghur Forced Labor Prevention Act.
Annex to Executive Order 14032, “Addressing the Threat from Securities Investments
that Finance Certain Companies of the People’s Republic of China.”
The CHIPS & Science Act provides a definition of MFTRP which is a talent program requiring
one or more problematic actions and having problematic sponsorship. Participation
in a MFTRP is not allowed.
